Phanksay Phanivong is currently being held in Memphis, TN

A murder case dating back some 20-years is a step closer to going to court in Tennessee. Murfreesboro Police arrested 36-year old Phanksay Phanivong on a warrant this week. Phanivong was wanted in Memphis, TN for allegedly killing Angela Perkins at a busy Shelby County intersection. Perkins was shot while driving down Mendenhall Road in Memphis on Valentine’s Day in 1994. The shooting allegedly occurred as suspects tried to steal her Mazda RX-7.

Phanivong was apprehended by Murfreesboro Officers at his home on Merlin Drive. When the murder occurred, he was only 16-years of age. Today, he quietly lives in Murfreesboro with his family. A second man was previously arrested in Mississippi in connection with the murder.

The victim was described by family members as a happy, friendly person who was always laughing. She had just started at Ole Miss when she was killed. The arrest of Phanivong came after an alleged witness came forward. The witness who came forward was quiet for the past 20-years, reportedly because of threats that were said to have been made by the suspect.
