Spivey was a strong advocate of growth and was heavily involved in the community of Smyrna. He was part of the Smyrna Rotary Club since the 1970's and even served as president in 1979. Spivey was the mayor of Smyrna from 2001 until 2009. He was also one of the first business owners to open a company in what was once the brand new Industrial Park in 1971. Then, he founded and opened Imperial Foods.

One more highlight is that when Nissan first decided to locate in Smyrna, Spivey served on the Board of Industrial Development.
