New RCSO Chief Deputy

Veteran law enforcement professional Keith D. Lowery was appointed Deputy Chief of the Rutherford County Sheriff's Office Tuesday by Sheriff Robert Arnold.

Deputy Chief Lowery started his law enforcement career in 1987 as a corrections deputy and patrol deputy at the Rutherford County Sheriff's Office. He joined Smyrna Police Department as a patrol officer in 1990, working his way up to captain of the Special Services Division. He previously served as the Information Services Division Director at the Sheriff's Office and Assistant Chief of Police at La Vergne Police Department.

"We are fortunate to have Deputy Chief Lowery join the command staff at the Sheriff's Office," Sheriff Arnold said. "Deputy Chief Lowery has extensive experience in administration and technological training which will enhance our operational capabilities. We believe he will be a tremendous asset to our team."

Lowery said he was grateful and humbled to be offered the position.

"I endeavor to help the Sheriff's Office continue to progress," Lowery said. "I want to move people in a common direction, to assist in completing projects and to undertake any unforeseen challenges. It is my vision to maintain and expand the rapport with the other public safety agencies and to continue to grow in my career as a servant within public safety."

His responsibilities include direct command of the Communications Division and the Information Technology Division. He will supervise Criminal Investigations, Patrol, Special Enforcement Bureau, Detention, School Resource Officers, Warrants and Records, Communications and Judicial/Court Security Divisions.

As La Vergne's Assistant Chief of Police, Deputy Chief Lowery assisted in law enforcement operations within the city. He supervised various divisions and law enforcement operations, including training, vehicle maintenance, equipment purchases and personnel.

He coordinated the Information Services Division's addition of a new software project including computer aided dispatch, records management, fire services records, mobile data services, data analytics processes and automatic vehicle locations. He pursued grant opportunities and supervised an extensive upgrade of communications.

As Sheriff's Information Services Division Director, he coordinated operational activities of the division and provided leadership for planning and implementing information technology projects.

At Smyrna Police Department, he served as commander of the Technical Services Division and the Special Services Division where he managed computers, the radio infrastructure and technical projects. He created the concept for a new dispatch operations center. He supervised the training, SWAT and Evidence Divisions.

Deputy Chief Lowery graduated from the Northwestern University School of Police Staff and Command in December 2012. He is a 1984 graduate of Oakland High School.

He is a certified APCO association of public safety communications officials' radio technician, computer and cell phone forensic examiner, a master instructor for visual man tracking and an officer survival instructor. He has multiple certifications in advanced, management training.

Deputy Chief Lowery earned awards as the FBI LEEDA Trilogy Award Recipient in 2013 for completing the Supervisor, Command and Executive Leadership Institutes, the APCO Information Technology Technician of the year in 2011, Smyrna Police Department's Officer of the Year in 1996 and Crime Stoppers' Officer of the Year in 1993.

Before his law enforcement career, he worked as an electronic service technician. He served as an infantry soldier with the U.S. Army.
