Murfreesboro Police Officer Michael Payne was recognized for investigating "questionable photos of area children". He spoke with parents in the impacted neighborhood and then went door to door where he discovered a "sexual offender" who had not registered. Officer Payne's evidence charged this low life with sexual exploitation of a minor, violation of the sex offender registry, and unlawful photography.
