A homeless man by the name of Bill Swaner is being arraigned before Judge Bragg in a Rutherford County Courtroom this week. Swaner, who is a convicted sex offender, is accused of tampering with his GPS leg monitoring device, which was secured to his leg due to his past offenses.

In 2011, Swaner was convicted of Sexual Battery. The 42-year old subject was also charged with violating his sex offender registry.
