In the autumn of 2023, the City of Franklin received a formal notification from the U.S. Department of Homeland Security (DHS) regarding the anticipated arrival of nearly 600 individuals in Middle Tennessee who were in the process of immigrating. The notification specifically identified Nashville, Davidson County, Murfreesboro, and Franklin as the intended destinations for these individuals. However, the notification did not include specific details regarding the timing or distribution of immigrants among the named cities.

The notification, titled "Intended Destination of Non-citizens Processed at the Southwest Border," provided an overview of DHS's procedures for processing noncitizens at the border, their subsequent release from custody after processing, and their planned travel to designated destinations.

"For the week ending September 16, 2023, a total of 573 noncitizens indicated Middle Tennessee as their intended destination within the Core Based Statistical Area. Among these individuals, the top three nationalities, rounded to the nearest hundred, were Guatemala (200), Venezuela (200), and Honduras and Mexico (100 each)". Indicating a diverse group of immigrants expected to settle in the area according to DHS in it's full notice.
