Rutherford County Mayor Joe Carr focuses on: 

• Growth and how to pay for the needed infrastructure
• He has proposed an amendment to the "County Powers Relief Act". Currently, the only way for a county to raise money to underwrite expansion is with property taxes. On the other hand, city's can create "impact fees". The "impact fees" allow for funding to be focused on impacted areas or impacted populations. 
• County Mayor responded to a listener in Walter Hill requesting a "revers impact fee", because they have been suffering from the landfill issues fro the beginning.
