RUTHERFORD COUNTY, TN – The Rutherford County School Board has passed a controversial resolution calling for the closure of the U.S. borders to address the increasing number of students who do not speak English. The resolution, which was approved on Thursday, January 23, 2025, cites the escalating costs associated with teaching English to these students as the primary motivation behind the decision.

In light of the growing challenges posed by the rising population of English Learners (EL) in the district, the Rutherford County Board of Education is urging local lawmakers and the Governor to advocate for the current administration to expedite the closure of the nation’s borders. The board is also seeking additional federal funding for Title III programs, which are designed to support the educational services mandated for English as a Second Language (ESL) students.

In the past decade, Rutherford County Schools have witnessed a staggering 140% increase in its EL population. Notably, the number of ESL students surged from 6,214 in May 2023 to 8,373 this year alone. This rapid growth has necessitated the creation of 25 additional positions within the ESL program at the start of the school year.

To adequately fund the educational needs of non-English speaking children, board members highlighted the need for an additional $3,500 per ESL student. The resolution detailed, “As demand continued to rise, Rutherford County Schools added 19 more growth positions for ESL, primarily funded through local and state revenue, as Title III funds consist of only approximately $1.3 million.”

The resolution passed following a vote by the Rutherford County School Board, reflecting the urgency of addressing the financial and educational challenges posed by the increasing ESL student population. As the district grapples with these issues, the board’s resolution is sure to spark discussions on the broader implications and solutions for supporting its diverse student body.
