The person driving the Civic, stopped near I-24 and HWY 99, where 3-persons exited the vehicle. 1 of 3 passengers is believed to have moved into the driver seat and continued driving. Police detained that driver in the parking lot of Walmart on Joe B. Jackson Pkwy at S. Church St. Map from TDOT Smartway.
